Would building fresh water lakes solve global warming flooding?

Since the amount of water is constant in the form of water, steam, and ice, it seems to me by creating more fresh water lakes the Greenland and Artic ice caps could be put to good use. At the same time hydroelectric power could help the ozone situation.
