Should i start Aaron Rodgers against the steelers or Matt Cel against the Browns!!!?

Never start Cel he was supposed to be good this year but hes just mediocre on a bad team. Always start Rodgers, hes just better and Troy isn't playing and to be honest the steelers D isnt all that intimidating without him in the backfield. Gotta start Rodgers if you want any points.
